KONCESCAN project aims to monitor the investments and public services provided by the local government in the city of Fier and Divjaka from the implementation of concession / PPP contracts through the analysis of these contracts, the measurement of public perceptions on them and advocate the community's interest in the usefulness and effectiveness of these services.
Its main objectives are:
- To increase public awareness of local communities of Fier & Divjaka on the services provided by the implementation of 2 concession / PPP contracts through measuring the public perception through questionnaires and 2 focus groups.
- To enhance the control & transparency mechanisms in local decision-making process through social, ecological and environmental impact research on the usefulness and effectiveness of 2 PPP Concession Contracts and discuss its findings with the relevant stakeholders
- To negotiate and advocate the local communities interests to local governments of 2 Municipalities through the production of an institutional report with relevant recommendations and the promotion of the public debate through media tools.
A series of activities will be implemented in order to fulfill the above projects:
- The measurement of the public perception to the services provided by the implementation of 2 PPP contracts in the Municipalities of Fier & Divjaka
- Preparation of a report on the observation of social, economic and environmental impact coming out by the implementation of 2 PPP contracts into 2 municipalities Legal monitoring 2 PPP contracts in Fier & Divjaka municipalities, its findings & recommendations.
- Roundtable with presentation of the Final Report, its findings and recommendations at the local level as a strong advocacy tool with the community, CSOs and representatives of the Municipal Councils in 2 municipalities
